An Interlocal Agreement is, in this instance, a contract or agreement with another state or local governmental agency, whose authority comes from chapter 791 of the Texas Government Code. With Spotter Staffing and Wylie Independent School District entering into this agreement together, Spotter’s services are now available for use at other school districts participating in local cooperatives such as EPCNT.
